The Heads of State and Government expressed their deep concern on the deteriorating situation in Burundi which continues to be characterized by violence and killings causing increasing numbers of internally displaced persons and fleeing refugees into neighbouring countries.
Heads of State and Government in response to this request by the Government of Burundi has agreed to set up a Technical Committee to be headed by Tanzania to look into the modalities of extending such assistance.
Tuesday's summit was attended by the presidents of Burundi, Tanzania, Kenya, Rwanda and Uganda, the former Tanzanian president Julius Nyerere, OAU secretary-general, Salim Ahmed Salim and the OAU chairman, Prime Minister Meles Zenawi of Ethiopia.

Burundi's government and main rebel group could sign a final accord after 10 years of war at a two-day weekend summit in the Tanzanian city of Dar es Salaam, a Ugandan foreign ministry official said Tuesday.
Burundi's government, led by President Domitien Ndayizeye, and the Hutu rebel Forces for the Defence of Democracy (FDD) have already reached power-sharing and ceasefire agreements, and the envisaged comprehensive deal is expected to encapsulate all existing accords.
Onen said the summit would bring together the heads of state or government from Burundi, the Democratic Republic of Congo, Ethiopia, Kenya, Rwanda, Tanzania, Uganda and South Africa.

It is the first time that the Bujumbura government, drawn largely from the ranks of the Tutsi minority, and the main rebel group, from the Hutu majority, have signed such a pact since the country's civil war began in 1993.
"The transitional government of Burundi and CNDD-FDD (rebels) agreed to a ceasefire with effect from the date of the signature of the ceasefire agreement," a joint statement issued by the mediators stated.
The peace talks between the government in the small poverty-stricken central African state and Hutu rebels began in August, with both sides digging in their heels for a satisfactory settlement.

The leader of Burundi's main Hutu rebel group was locked in talks Wednesday with Ugandan President Yoweri Museveni ahead of a one-on-one meeting with the head of Burundi's power-sharing government, officials said.
The talks in Kampala, aimed at reviving a moribund ceasefire signed between Burundi's power-sharing government and the FDD in December 2002, are the latest in a long series of peace talks aimed at ending Burundi's war.
Burundi's interim government, set up in November 2001, is currently led by Ndayizeye, a Hutu, with Alphonse Marie Kadege, a Tutsi, holding the vice presidency.

However, Burundi's Minister for Peace Process, Ambroise Niyonsaba, reiterated yesterday in Arusha his government's position that, before a transitional government could become effective, it was important to reach an end to the rebel fighting in Burundi and for the rebel groups to accept a ceasefire.
Regional heads of state met with representatives of Burundi's 17 political parties, the government and the national assembly, during which Mandela presented a proposal for a transitional leadership plan in Burundi.
