		George W. Bush won the state's 9 electoral votes in 2004 by a margin of 5 percentage points with 51.7% of the vote, considerably less than the 9% margin Bush won by in 2000, however this can be largely attributed to the 5% of the vote Ralph Nader won in 2000.

	Immunity versus Human Rights: The Pinochet Case
		The prevailing view seems to be that the head of state immunity is a common law doctrine applicable to the person the United States government acknowledges as the official head of state and that courts defer to the executive's determination of who qualifies as a head of state.
		The person of the head of state is inviolable and his conduct would be immune from the legal process of foreign courts regardless of the public or private nature of his acts.
		Heads of states are also included in the definition and, therefore, in the scope of application of the 1973 Convention on the Prevention and Punishment of Crimes against Internationally Protected Persons.

		In 1971 Minnesota was the first state in the nation to ratify the amendment to the U.S. Constitution lowering the voting age to 18 years for people who have been United States citizens for at least three months, residents of the state for six months, and residents of a precinct for 30 days.
		State of Minnesota, 1892, the Minnesota Supreme Court was asked to determine who had title to the land underlying a lake, the State of Minnesota or a private landowner who owns the property surrounding the lake.
		The state substantially expanded its mental health program in 1949, and in 1957 state aid was granted to local communities to encourage the establishment of local mental-health centers, redistributing patient loads in state hospitals, preventing overcrowding and improving patient care.

		To add to the confusion, there are in different parts of the United States a barrel for beer, consisting of 32 gallons; the barrel for corn, of 5 bushels; for fish, of 220 pounds; for flour, 196 pounds; for lime, 320 pounds; and for lamp-oil, 43 gallons.
		On the 3d of October, 1876, the minister of interior recommended to the Parliament a project of a law according to which the use of the metric system of weights and measures was to be permissible for three years, after which its use should be compulsory throughout the kingdom.
		It is stated to be the intention of the government to introduce into Japan at an early period a new system of weights and measures based on the decimal system of France.

		In March 2002, the Belgrade Agreement was signed by the heads of the federal and republican governments, setting forth the parameters for a redefinition of Montenegro's relationship with Serbia within a joint state.
		Thereafter, the parliament of Serbia stated that the Republic of Serbia was the continuity of the state union, changing the name of the country from Serbia and Montenegro to the Republic of Serbia, with Serbia retaining Serbia and Montenegro's membership in all international organizations and bodies.

	Nelson A. Miles, Crazy Horse, and the Battle of Wolf Mountains
		In the wake of the illegal invasion of the Black Hills by goldseekers, the United States abrogated sections of the 1868 treaty, stripping the tribes of their title to the hunting grounds and the Black Hills, and deployed troops to the area.
		By late December 1876 a village of nearly eight hundred lodges, the majority of off-reservation Lakotas and Northern Cheyennes, were living alongside Crazy Horse's people in the Tongue River Valley near Hanging Woman Creek.
		Each advance, however, was met with rapid exchanges of rifle fire accentuated by the roar of artillery, which eventually forced the warriors to retreat to the shelter of the hills.
