Also included are numerous detailed reports submitted by state and local officers (e.g., report on the names of the corporators of all banks organized under Illinois law from the Auditor of Public Accounts, report of supplies purchased for use by Illinois soldiers from the Quartermaster General, reports of expenditures from county boards of supervisors).

 Abdulsalami Abubakar - Wikipedia, the free encyclopedia
General Abdulsalam Abubakar (born June 13, 1942) became Nigeria's eighth military Head of State in 1998, after Ironsi, Gowon, Murtala, Obasanjo, Buhari, Babangida and Abacha, since the country's independence from Britain in 1960.
Abubakar was appointed head of state upon the sudden death of his predecessor, Sani Abacha.
He notably re-established the democratic tradition in Nigeria, arranging for generally corruption-free elections that resulted in the 1999 ascension of Olusegun Obasanjo as the democratically-elected leader of the country, as opposed to his previous rule (1976-1979) as inheritor of the power structure of coup-leader Murtala.

Heads of state who travel abroad perform crucial and unique diplomatic tasks, and, therefore, a principal purpose of head-of-state immunity is to allow state leaders freely to conduct diplomacy in foreign countries.
When the defendant head of state is a national of a state party to the treaty, head-of-state immunity is not really abrogated; rather, the state that holds the immunity has merely waived it in advance or delegated its power to try its own leaders.
Consequently, a sitting head of state's immunity, unlike that of a former head of state, cannot depend on whether the crime alleged involved his actions in a private capacity or an official capacity.
