Many were expecting explosive revelations from the outspoken and charismatic Rawlings, who ruled the country for 20 years, but the commission did not ask him any questions about his possible direct involvement in a number of high-profile killings.
Rawlings, who led coups in 1979 and 1981 and had three former heads of state shot on a beach for corruption, was summoned as part of an investigation into the 1982 murders of three judges and a retired army officer, as well as the 1984 killing of a soldier.

DAKAR, Jan 31 (Reuters) - The presidents of four West African states signed a treaty on Friday clearing the way for the construction of a $500 million pipeline to transport cheap Nigerian gas to power industries in neighbouring states.
The treaty was signed in Senegal's capital Dakar by the heads of state of Ghana, Benin, Togo and Nigeria, West African officials said.
"The gas pipeline project is planned to facilitate the delivery of natural gas from Nigerian gas fields to Togo, Benin and Ghana by 2005," Mohamed ibn Chambas, executive secretary of the Economic Community of West African states, told reporters.
