The Heads of State or Government expressed particular concern over the illicit transfer and circulation of small arms and light weapons and their accumulation and proliferation in many countries, which constituted a serious threat to the population and to the national and regional security and were a factor contributing to the destabilisation of States.
The Heads of State or Government emphasised that international cooperation to combat terrorism should be conducted in conformity with the principles of the UN Charter, international law and relevant international conventions, and expressed their opposition to selective and unilateral actions in violation of principles and purposes of the UN Charter.

The representative of Mexico appealed to the heads of State present to sign and ratify the International Convention on Migrant Workers.  There were four more ratifications needed in order for the Convention to enter into force.  In that way, the Convention could become part of the practical outcome of the Conference.
The representative of the Comoros said one island, belonging to the Comoros, was still suffering from colonialism.  Many inhabitants there were dying every year as they seek to visit their family members.  He asked the participants for help to liberate the rest of its territory in a peaceful way.

Other COMESA member states enjoy preferential trade arrangements with each other and are gradually reducing tariffs on goods produced inside the bloc.

Geneva, 11 November — 56 Heads of State or Government have so far committed to participate in the first phase of the World Summit on the Information Society in Geneva (10-12 December 2003) with more than 6000 delegates from government, intergovernmental organizations, civil society, the private sector and the media.
The World Summit on the Information Society is being held under the patronage of Kofi Annan, Secretary General of the United Nations (UN) and is being organized by the International Telecommunication Union (ITU), the UN specialized agency for telecommunications.
