The 28th Annual Summit of Heads of State and Government was held in Tanzania for the first time since the establishment of SADC in 1992 bringing together over 700 delegates representing Government Ministries/Institutions, economic and social service experts, financial institutions, international organizations, non-governmental organizations, donors and journalists.
Tanzania is a multiparty state, created to provide a framework for further uniting the energies and allegiances of people of many tribes while allowing the citizens to freely choose by whom they shall be governed.
Tanzania is one of the 14 member states of SADC that is setting the economic pace for the East and Central Africa and by association, the rest of Southern Africa.

Botswana and Namibia, desiring to resolve peacefully the status of Kasikili/Sedudu Island, have jointly submitted to the court for a ruling on the interpretation of the Anglo-German Treaty of 1890.
This case was brought on 29 May 1996 by the joint notification to the Registry of the Court of a Special Agreement between the Parties, which was signed at Gaborone on 15 February 1996, and which came into force on 15 May 1996, the date of exchange of the instruments of ratification.
The preamble to the Special Agreement also records the agreement of the Heads of State of Botswana and Namibia, at a Summit Meeting held in Harare, Zimbabwe, on 15 February 1995, to submit the dispute to the International Court of Justice for a final and binding determination.

Lusaka - Zambia on Tuesday hosts a summit of 13 heads of state on the situation in the Democratic Republic of the Congo, a Foreign Affairs spokesman announced yesterday.
In a statement, the spokesman said President Chiluba had invited heads of state from Angola, Botswana, DR Congo, Kenya, Gabon, Mozambique, Namibia, Rwanda, South Africa, Tanzania, Uganda and Zimbabwe.
President Chiluba was mandated by the Southern African Development Community (SADC) heads of state to mediate in the Congo problem in which a rebel group has been fighting to topple the Kabila government since August 2 and is demanding elections.

Following the reflections held by the ACP Ambassadors and Ministers, it is now the turn of the Heads of State and Government to exchange views on the future of the Group and to define the necessary guidelines.
The 5th Summit of ACP Heads of State and Government will be preceded by the 84th session of the ACP Council of Ministers on 3 and 4 December 2006, and the joint meeting of the Council of Ministers and Ministers of Foreign Affairs scheduled for 5 and 6 December 2006.

The heads of state signed the Gender Declaration following recommendations by the Council of Ministers at the Windhoek Consultative Conference where gender issues were pushed high on the SADC agenda.
The Heads of State committed themselves to ensure equal representation of women and men in the decision-making of all member sates and SADC structures at all levels, and the achievement of at least 30 percent target of women in political and decision- making structures by the year 2005.
During the Malawi summit, Heads of State also endorsed the establishment of a policy framework for mainstreaming gender in all SADC activities, a Standing Committee of Ministers responsible for gender affairs, focal points dealing with gender in all sector co- ordinating units and a gender unit in the SADC Secretariat.
