Headset (bicycle part) - Wikipedia, the free encyclopedia
The headset is the component on a bicycle which provides a rotatable interface between the bicycle fork and the bicycle frame itself.
The cap is threaded onto the steerer during installation and is forced down onto the bearings in the upper cup, which also pulls the crown race on the fork into the bearings in the lower cup.
Bicycle racers seeking the greatest amount of saddle-to-handlebar drop for better aerodynamics will often forgo spacers and cut the steerer tube down to match the headset bearing cup stack height in addition to the stem stack height.

I'm using a threadless headset, which is supposed to be easier to setup and adjust than the old-fashioned threaded headset is to setup.
No matter which type I was installing, though, the headset has more small parts than any other part of a bicycle--except for the chain, I guess, but I don't know anyone who takes apart and repairs/adjusts their chain.
I'm fortunate I have one headset that seems to have been installed and adjusted properly: the one on the old frame.

 Sheldon Brown's Bicycle Glossary H
This type of headset must be used with a special handlebar stem that clamps on to the outside of the steerer, either with one or more binder bolts, or other means.
To adjust an "Aheadset"-type headset, the stem binder must be loosened, then the bolt that runs through the cap to the starnut is tightened, usually with a 5 mm Allen wrench.
It is also particularly well suited to bicycles with smaller than usual drive wheels, because the high range(s) of the internal gear eliminate the need for unusually large chainwheels to compensate for the small wheels.

In the case of threadless headsets, the stack height also includes the height of the part of the handlebar stem that clamps to the steerer.
The steerer, or "steering column" is the upper part of a front fork, to which the handlebar stem and the turning parts of the headset attach.
The part that connects the handlebars to the steerer of the fork.

Headsets are lubricated by disassembling them and packing new grease in the bearing races.
Headset bearings can run very nicely in oil, but modern headsets are designed to use grease.
The "inner races" of the bearings, which on headsets I'm familiar with would be pressed onto the steerer (bottom or fixed race) or be part of the adjustment apparatus at the top (top or adjustable race), were not separable from the rest of the bearings.

A bicycle fork is the portion of a bicycle that holds the front wheel and allows one to steer.
A fork consists of two dropouts which hold the front wheel axle, two "blades" which join at a fork "crown", and a steerer to which the handlebars attach allowing the user to steer the bicycle.
The suspension travel and handling characteristics vary depending on the type of mountain biking the fork is designed for.

The headset is that part of the bike that connects the fork to the bike and allows it to rotate smoothly.
I know some home mechanics have made their own headset press using a nut & bolt with a couple of washers and brass bearings, but you can trash not just the headset but the bike frame if this job is screwed up.

Thus the top part of the steerer tube locks the spacers down.
