The State University of New York Upstate Medical University (formerly known as Health Science Center Syracuse) is a State University of New York college of health sciences in the University Hill district of Syracuse, New York, USA.
In the 1870s the SU College of Medicine was (along with Harvard, the University of Pennsylvania, and the University of Michigan) among the first to institute a graded medical instruction program, with definite pre-clinical and clinical years.
SU sold the medical school in 1950 to the new SUNY Upstate Medical Center, where it remains today, having changed its name to the SUNY Health Science Center at Syracuse in 1986 and to the present form of Upstate Medical University College of Medicine in 1999.

In our view, the physicians and other health care personnel participating in this clinical program are employees within the meaning of section 17 of the Public Officers Law and, therefore, are eligible to receive defense and indemnification by the State provided that the terms and conditions of the statute are met.
You have indicated that the volunteer program has formally been approved by the President of the Health Science Center and is consistent with the mission of the Clinical Campus at Binghamton.
