The Heartland Institute is a national nonprofit research and education organization, tax exempt under Section 501(c)3 of the Internal Revenue Code, and founded in Chicago in 1984.
Heartland's mission is to discover and promote free-market solutions to social and economic problems.
Activities of The Heartland Institute are overseen by a 16-member Board of Directors, which meets quarterly.

The institute was founded in 1984 by David H. Padden and Joseph L. Bast.
In January 1993, PM executive Craig L. Fuller reported that Heartland was one of the "public policy organizations" being considered to sponsor a "conference on the impact of federal mandates/EPA regulations," as part of PM's strategic response to the EPA's decision that secondhand smoke should be classified as a proven lung carcinogen.
Later that month, Heartland president Joseph Bast wrote a letter to Tina A. Walls, PM's Vice President for State Government Affairs, informing her of a collaboration between Heartland and the American Legislative Exchange Council, another Philip Morris-supported policy advocacy organization on whose board Walls sits.

The Heartland Institute is a libertarian think tank addressing environmental, health and educational issues.
On their website, Institute President Joseph L. Bast states that they are a “genuinely independent source of research.” This institute appears to be a far cry from independent -- internal documents expose Philip Morris contributions to the Heartland Institute totalling over $150,000 in 1997, 1998, and 1999.
So it is no surprise that we find faulty science and misinformation about smokefree policies on their website where they post selective letters to the editor, sample talking points, anecdotal stories intended to reduce support for smokefree air, and links to smokers’ rights groups.

According to most reports that I have seen, the Heartland Institute is an "astroturf" organization (the term refers to a group that has a hidden agenda--in other words, it's appearance is fake, like Astroturf).
I mention them because the Institute has been busy issuing reports saying that community broadband is bad for communities, and does so mostly by using scare tactics, suggesting that community investments "could" raise taxes, as one example.
The problem is that there is no evidence that it does, and some data that suggests it lowers taxes because of increased economic development.

Turns out, the president of the Heartland institute has made it a policy not to let the public know where their funding comes from, "For many years we listed all of our foundation and corporate donors on our Web site and challenged other groups to do the same.
We do not believe an organization that relies on government funding can be trusted to provide an independent voice in debates over public policy." This, of course, begs the question, if they accepted funding from major telecom companies, wouldn't that same logic apply.
So at the exact same time that Heartland Institute was actively railing against the Tri-cities referendum (a ballot measure that was highly opposed by SBC Communications), they were actively requesting funding from major telecommunications companies.
