Wells was a tax collector for Salt Lake City in 1877 and city recorder from 1882 to 1890.
Wells and other state officials were elected to initial terms of five years and state elections aligned with the presidential race in 1900.
Wells ran for reelection in 1900 and defeated Democrat James H. Moyle.

Heber M. Well, a Republican, had defeated Democrat John T. Caine by 20,833 to 18,519 votes during an election held on the eve of statehood in November 1895 to set up the machinery for the new state.
Wells' first term was to run for five years, until the next general election in 1900.
Heber M. Wells failed to win his bid to seek a third term as governor, with the Republican nomination going to John C. Cutler.

P. Van Zile of Michigan, who became district attorney of the territory in 1878, tried John Miles, a polygamist, for bigamy, in 1879, and he was convicted, the prosecutor taking advantage of the fact that the territorial legislature had practically adopted the California code, which allowed challenges of jurors for actual bias.
The principal incident of this trial was the summoning of "General" Wells, then a counsellor of the church, as a witness, and his refusal to describe the dress worn during the ceremonies in the Endowment House, and the ceremonies themselves.
The admission of Utah as a state followed naturally the promulgation by the Mormon church of a policy which was accepted by the non-Mormons as putting a practical end to the practice of polygamy.

She was born December 3, 1934 in Wood County a daughter of the late Heber and Mae Davis.
She is survived by two sons, Steve Wells of Parkersburg, WV and Joe Wells of Williamstown, WV; five grandchildren, Ratchell Boice, Kelly Wells, Stacy Wells, James Wells, and Jerred Wells; three great-grandchildren, Ashley Boice, Hunter Boice and Jacob Duley; and one brother, Bill Davis of Columbus, OH.
In addition to her parents she was preceded in death by her husband, Kenneth Eugene Wells and several brothers and sisters.

"General" Wells told the people on April 6, 1861, that the general government was responsible for their expulsion from Missouri and Illinois, adding: "So far as we are concerned, we should have been better without a government than such a one.
The wretches, although otherwise well armed, were not holding revolvers in their hands as I at first supposed.
Wells was admitted to bail in $50,000, and the other two men were placed under guard at Camp Douglas.

William was a skilled workman, being able to use one hand as well as the other.
Heber M. Wells, governor of Utah, and some nephews, the Collister brothers, offered a big reward for information concerning the outlaws, but no trace of them was ever found.
William was buried April 9, 1901, at Cleveland, leaving a wife, eight sons and two daughters, two sons having died in infancy.

The 1896 inauguration of Utah's first governor, Heber M. Wells, was held at the Mormon Tabernacle, which will close early next year for an earthquake retrofit project similar to the one underway at the Capitol.
Deaver said details about the performance, as well as the entertainment at the statehood celebration on Jan. 4, are still being worked out.

In 1904, John Christopher Cutler defeated Governor Heber M. Wells for the Republican nomination for governor.
Despite a Mormon/anti-Mormon spilt in the Republican party, he went on to defeat James H. Moyle of the Democratic party, William M. Ferry of the American Party, and Socialist Joseph A. Kaufman.
During Governor Cutler's term a state juvenile court system was established to prevent shortcomings of the state in dealing with juvenile offenders.
