Hei Ling Chau and Kong Nga Po, near the border, were shortlisted for the superjail project by the government in 2001 because they were large enough, developable and met a list of nine criteria.
The Security Bureau only pointed out briefly in a document presented to legislators in June 2001 that Hei Ling Chau and Sunshine Island were proposed for conservation in an official study due to the islands' ecologically important habitats and valuable natural landscape.
In July last year, Hei Ling Chau was picked as the government said the island had 'less potential for alternative development in the long run from an overall planning point of view' than Kong Nga Po, which is one of the areas covered in the 'Hong Kong 2030' planning study.

Granted, Hei Ling Chau is currently used as a prison site, but it is much more low-key, with the natural character and pristine environment well preserved.
If a Hei Ling Chau superjail did make planning sense, the government could have drawn up a land-use plan showing the full development parameters, and let it be debated publicly.
If, at the end of that, Hei Ling Chau remains the best solution, I would still flinch on my boat trip to Cheung Chau, but at least I could take comfort from the fact that it was the community's choice, and that due process had been observed.

He said there was once a 20-metre-long white sand bank at the southwestern tip of Kat O Island but it had disappeared when he visited the site earlier this month.

The criticism came as security officials briefed the Advisory Council on the Environment on the proposal whereby 80 hectares of land at Hei Ling Chau would be reclaimed for a $12 billion prison complex housing about 7,200 prisoners.
When the officials chose Hei Ling Chau and abandoned another shortlisted site at Kong Nga Po on the border, it sparked outrage among residents on nearby Lantau Island, which would be linked to Hei Ling Chau by a bridge.

The plan has been reduced a little, and no longer seems to include reclaiming between Hei Ling Chau and Sunshine Island, but will still involve many years of disruption and destruction to our sailing area, with a brightly lit fortress visible from most of South Lantau as the final goal.
Not In My Back Yard is perhaps the most selfish of reasons to get involved in a campaign against a project like this, but hopefully it is enough to make a lot of people look further in to the matter and think about the more altruistic reasons for this construction being a poor idea.
