Together with the Tale of Heiji and the Tale of Heike, they describe the rise and fall of the Minamoto and Taira samurai clans.

 Taira no Kiyomori - Wikipedia, the free encyclopedia
After the death of his father Taira no Tadamori in 1153, Kiyomori assumed control of the Taira clan and ambitiously entered the political realm in which he had previously only held a minor post.
In 1156, he and Minamoto no Yoshitomo, head of the Minamoto clan, suppressed the Hogen Rebellion.
However, their new strength in effect caused the allies to become bitter rivals which culminated three years later in the Heiji Rebellion in 1159.

These clans originally were farmers that had been driven to arm and protect themselves from the tyranny of the imperially appointed magistrates sent to govern their lands and collect taxes.
Though originally sent to provincial areas for a 4 year term as a magistrate, after completion of their term, knowing that they would only be able to take only sideline roles in the government, they decided to stay and not to return to Kyoto.
