Helicopter - Encyclopedia, History, Geography and Biography
Turbine engined helicopters, and some piston helicopters, use a servo-feedback loop, otherwise known as a governor, in their engine controls to maintain rotor RPM and relieves the pilot of routine responsibility for that task.
Tension is maintained on the cable as the helicopter descends, assisting the pilot with accurate positioning of the aircraft on the deck; once on deck locking beams close on the probe, locking the aircraft to the flight deck.
A helicopter should not be mistaken for an autogyro, which is a predecessor of the helicopter, that gains lift from an unpowered rotor.

Helicopter noise reduction - Wikipedia, the free encyclopedia
Helicopter noise reduction is a topic of research into designing helicopters which can be operated more quietly, reducing the public-relations problems with night-flying or expanding an airport.
Loading noise is an aerodynamic adverse effect due to the acceleration of the force distribution on the air around the rotor blade due to the blade passing through it, and is directed primarily below the rotor.
While most noise from a helicopter is generated by the main rotor, the tail rotor is a significant source of noise for observers relatively close to the helicopter, where the higher-frequency noise of the tail rotor has not yet been attenuated by the atmosphere.

NPC Resources: Aviation Noise- FAA Draft Noise Abatement Policy
Aircraft noise, and its adverse impacts on residential and other noise sensitive land uses, was recognized as a major constraint on the further development of the aviation system, threatening to limit the further construction and expansion of airports and ground access to them.
With the vast reduction in land area that is significantly impacted by aviation noise, the major actions needed at the beginning of the 2000's decade to achieve and maintain noise compatibility around airports are land use and developmental actions outside the airport boundary appropriate to the airport's remaining and future noise.
Noise exposure maps use noise contours to depict the extent of existing and future noise exposure within the community and the location of noise sensitive land uses (e.g., residences, schools, hospitals, churches) within the contours.

 Helicopter Summary
The helicopter is described as a VTOL or vertical take-off and lift machine, which means it ascends vertically without benefit of a runway.
Helicopters are of particular interest to industry, performing a variety of jobs that require strength and maneuverability, such as hoisting heavy building materials to the upper levels of a skyrise and hauling awkward and large objects under their fuselage.
Today, helicopters are widely employed for commercial aviation, by news organizations (e.g., as the familiar "eye-in-the-sky" traffic spotters) and for rescue and emergency transport (most medium or large modern hospitals are equipped with a helipad).

Van Nuys coments on Helicopter noise
PUBLIC INPUT FOR STUDY TO CONGRESS ON HELICOPTER This document is in response to the Federal Aviation Administration's efforts to seek public comment to help the agency prepare a report to Congress on the effects of non-military helicopter noise on individuals in densely-populated areas.
Each metropolitan area should have a helicopter noise hot line, funded by the FAA or local airport that is well publicized for the public's use.
There are hundreds of noise organizations, and tens of thousands of individuals across the country that are actively engaged with airport, aviation and helicopter noise issues.

For his sponsorship of the helicopter noise study, Shays was presented with the "Legislator of the Year" award from the National Organization to Insure a Sound-controlled Environment (NOISE) earlier this week.
NOISE is a nation-wide community-based organization committed to reducing the impact of aviation noise on local communities.
The legislation directs the Secretary of Transportation to conduct a one-year study on the effects of non-military helicopter noise on individuals and develop recommendations for noise reduction.

 Professional Paper for Jeffery Jacquart
Town of Hempstead (1968), Hempstead adopted a noise ordinance which “prohibited overflights of the village by aircraft that did not meet certain noise standards.”  The court held that local authorities are preempted by federal regulation of aircraft for “any purposes.”  Similarly, the City of Burbank v.
Gianturco (1982) found that “local governments may adopt local noise abatement plans that do not impinge upon aircraft operations” and therefore the proposed curfew for aircraft operations in order to approve the expansion of the airport terminal/facility was illegal.
The Noise Regulation Report is produced on a monthly basis and summarizes all noise related activities (i.e., airports, highways, rail systems, open spaces and the workplace), not just those specifically associated with aircraft issues.

In some cases Noise reduction is the process of removing noise from a signal.
Noise reduction techniques are conceptually very similar regardless of the signal being processed, however a priori knowledge of the characteristics of an expected signal can mean the implementations of these techniques vary greatly depending on the type of signal.

Report to Congress on Effects of Nonmilitary Helicopter Noise on Individuals in Densely Populated Areas in the ...
SUMMARY: This notice requests comments and information to help fulfill a requirement for the Federal Aviation Administration (FAA) to conduct a study in identifying recommendations for reduction of the effects of nonmilitary helicopter noise that otherwise impacts individuals of densely populated areas in the continental United States.
This notice solicits information and comment on specific issues; the FAA will consider all responses in preparing its report to Congress on effects of nonmilitary helicopter noise on individuals in densely populated areas.
Section 747 of the Federal Aviation Administration Authorization Act of 2000 requires the FAA to conduct a noise study on the effects of nonmilitary helicopter noise on individuals in densely populated areas in the continental United States and report associated noise reduction recommendations to Congress.

 Fly Neighborly Program
The Fly Neighborly Program is a voluntary noise reduction program designed to be implemented worldwide by local helicopter operators, large and small.
On the fall of 1981, the Federal Aviation Administration (FAA) agreed to withdraw a Notice of Proposed Rulemaking (NPRM) on helicopter noise while technical data were acquired, with the understanding that the helicopter industry would implement a voluntary noise reduction program.
Until then, the Fly Neighborly Program offers the technical information necessary for helicopter operators to use current equipment as quietly as practical, and to communicate to the public their efforts to make helicopter operations compatible with nearly all land uses.

This makes it "difficult to assess any effects" of attenuation, particularly as they pertain to things like communications, abnormal mechanical noises, audible alarms, vibrations, wind noises and other sounds that might alert an unattenuated observer to impending doom.
