Helmets can be one aspect of a cyclist's personal safety precautions, as a secondary safety measure, but primary safety measures such as maintenance, road conditions, the behaviour of motorised traffic, and training, are likely to be more important in overall cycling safety.

 Q&As: Motorcycle helmet use laws
Helmets are the principal countermeasure for reducing crash-related head injuries, the leading cause of death among unhelmeted riders.
Based on helmets judged to be compliant with federal safety regulations, use declined from 73 percent in 2002 to 67 percent in 2005 among motorcyclists in states with universal helmet laws and from 46 to 38 percent among motorcyclists in states without such laws.
Helmet use rates for all riders remain low in states where restricted laws are in effect, and death rates are 20 to 40 percent higher when states have weak laws or no laws, compared with rates when helmet laws apply to all riders.

That's especially true when it comes to requiring helmet use by law, where the costs are measured not only by the price of a helmet, but in the policing time required to enforce it.
Also, helmets tend to be inexpensive but since they are little more than a fancy stryofoam mold, they should not cost much to make and surely are very profitable to manufacture.
For me it comes down to choice and since the helmet is not a part of the vehicle it is not so easy to force people to wear it without infringing directly on their personal rights.

Often times a poor fitting helmet results in the use of a helmet that is a full size too large in an effort to avoid painful pressure points.
All too often, people concentrate more on the weight of a helmet instead of how that weight is distributed over the entire helmet, how much of the weight is carried down low and most importantly how that weight is transferred to your head.
Because after all, the thing to remember is that a helmet is worn to take the abuse in the event of an impact and if necessary be destroyed in that process.

Splendid Magazine reviews Helmet: Size Matters
I never listened to Helmet that much during their early-'90s heyday: I had the requisite head-banging listens to Meantime in my friend's car during my senior year of high school, but my awareness of the group pretty much ceased after that.
As it turns out, this is Helmet's first effort since 1997, and while their then-novel guitar sound was arresting in 1992, it has been so chewed up and digested by so many soundalike bands since then that Size Matters plays like any number of teen-appeal aggro records that you've ignored in the past five years.
However, several unfortunate habits have crept in: the band's more melodic tendencies seem to have fallen under the same soaring, ersatz-epic Creed style that afflicted Cornell and company in their latest effort ("Crashing Foreign Cars").
