The Village’s Community Development Agency (CDA) is a public benefit corporation governed by the Village Mayor and a separate Board, appointed by the Mayor with the approval of the Village’s Board of Trustees.
The Mayor, serving as Chief Executive Officer of the Village and as Chairman of the Board of the CDA and with the approval of their respective governing boards, transferred CDA moneys, originally set aside by the CDA in a health benefits reserve account, to the Village where they were used to subsidize Village operating expenditures.
Their concerns are attached to this report in Appendix A. Village officials state that the Agreement between the Village and the CDA was authorized under Section 503-a of the General Municipal Law and that its purpose was to fund post retirement health benefits for employees of the CDA, an allowable use of federal funds.
