At its first meeting with the Chamber Méline's ministry was put in the minority, and a Radical cabinet was formed (June 30), with Henri Brisson as president; he had failed as candidate for the presidency of the Chamber.
Brisson remained completely unacquainted with the "affaire"; but his minister of war was, who would be of use to him as a security with regard to the Nationalists, and leave him full power on this delicate question.
