Henry B. Payne (November 30, 1810 - September 9, 1896) was a Democratic politician from Ohio.
Payne served on the 1876 Electoral Commission on the disputed presidential election between Rutherford B. Hayes and Samuel Tilden.
Payne was the maternal grandfather of Frances P. Bolton and great-grandfather of Oliver Payne Bolton, both of whom later served in the United States House of Representatives.

Henry was graduated at, Hamilton college in 1832, studied law in Canandaigua, New York, removed to Cleveland, Ohio, in 1834, and practised law there for the next twelve years.
He was a presidential elector in 1848, state senator in 1849-'50, and was defeated in the canvass for United States senator in 1851, and for governor in 1857, Salmon P. Chase being elected by a slight majority.
