Henry Bennet, 1st Earl of Arlington (1618 - July 28, 1685), was an English statesman.
Another object of jealousy to Arlington was Sir William Temple, who achieved a great popular success in 1668 by the conclusion of the Triple Alliance; Arlington endeavoured to procure his removal to Madrid, and entered with alacrity into Charles's plans for destroying the whole policy embodied in the treaty, and for making terms with France.
But Arlington's support of the court policy was entirely subordinate to personal interests; and after the appointment of Clifford in November 1672 to the treasurership, his jealousy and mortification, together with his alarm at the violent opposition aroused in parliament, caused him to veer over to the other side.

The Cavalier Parliament concerned itself with the agenda of Charles' chief advisor, Edward Hyde, 1st Earl of Clarendon.
Power passed to a group of five politicians known as the Cabal—Thomas Clifford, 1st Baron Clifford, Henry Bennet, 1st Earl of Arlington, George Villiers, 2nd Duke of Buckingham, Anthony Ashley Cooper, 1st Baron Ashley (afterwards Earl of Shaftesbury) and John Maitland, 1st Duke of Lauderdale.
Anthony Ashley Cooper, 1st Earl of Shaftesbury (previously Baron Ashley and a member of the Cabal, which had fallen apart in 1672) introduced the Exclusion Bill, which sought to exclude the Duke of York from the line of succession.

In 1664, it was created for Sir Henry Bennet, with a special remainder allowing it to descend to male and female heirs, rather than only male heirs, as was customary with most peerages.
The dukedom passed to a cousin, while all of the Arlington titles fell into abeyance between his two sisters, neither of whom petitioned the Sovereign to terminate the abeyance.
After the death of the elder sister, her elder daughter Jane did petition the Crown, and the abeyance of the barony of Arlington created in 1664 was terminated in her favour.

He fought for the royalists in the English civil war and, after going into exile, served as an envoy in Spain for the future Charles II.
He knew of the king's secret agreement with Louis XIV in the Treaty of Dover (1670) and seems to have encouraged Charles in promulgating the Declaration of Indulgence (1672) and in instigating the third Dutch War.
He was made earl of Arlington in 1672.

He was educated at St Bees, at Westminster School and at Queen's College, Oxford, of which he became a fellow, and in 1660 he entered the service of the Secretary of State, Sir Edward Nicholas, retaining his position under the succeeding secretary, Sir Henry Bennet, afterwards Earl of Arlington.
He entered parliament in 1669, and in 1672 was made one of the clerks of the council and a knight.
In 1673 and 1674 he represented his country at the Congress of Cologne, and in the latter year he became Secretary of State, having practically purchased this position from Arlington for £6000, a sum which he required from his successor when he left office in 1679.

The term took on its present invidious meaning from a group of five ministers chosen in 1667 by King Charles II of England (Clifford, Arlington, Buckingham, Ashley, and Lauderdale), whose initial letters coincidentally spelled Cabal.
This Cabal, never very unified in its members' aims and sympathies, fell apart by 1672; Lord Ashley, who became Earl of Shaftesbury, still later even became one of Charles II's fiercest opponents.
The term, in any case, continued to hold its general meaning of intrigue and conspiracy.
