The 5th earls mother was Catherine Lucy Wilhelmina, only daughter of Philip Henry, 4th Earl Stanhope; she was thus a sister of Earl Stanhope, the historian, and a niece of Lady Hester Stanhope, who was the niece of William Pitt.
In deference to the wishes of supporters such as Mr Asquith, Sir Henry Fowler and Sir Edward Grey he determined to put his views into the common stock at a representative meeting of Liberals held at Chesterfield in December 1901.

The title was not formally adopted (though it had long been used) until the premiership of Sir Henry Campbell-Bannerman (1905-08) when a 'prime minister' was given a status just behind that of the Archbishop of York.
It was not, however, until Sir Robert Walpole (1721-1742) that the First Lord of the Treasury became the most powerful minister, and became head of government.
However, the office of "prime minister" has been explicitly referred to a number of times in emergency wartime legislation; and in 1905, the title was in a sense officially recognized, when the "prime minister" was given a position within the 'order of precedence' (behind the Archbishop of York).

The selection took the political world by surprise, and was much criticized, possibly leading to the British phrase "Bob's your uncle!" Balfour surprised his critics by his ruthless enforcement of the Crimes Act, earning the nickname "Bloody Balfour." Coupled with steady administration, Balfour did much to destroy his reputation as a public lightweight.
These offices, while having few opportunities for distinction, served as a sort of apprenticeship for Balfour.
