Grattan reputation underwent a reassessment in the late twentieth century as, instead of focussing on his achievements and inspirational example, attention was drawn to his limitations.
Grattan was born in 1746 in Dublin, where his father James was a prominent municipal official and, between 1761 and 1766, MP for the city.
Grattan’s conduct on this occasion was occasionally petty and spiteful, and it signalled the commencement of a phase, spanning most of the rest of the 1780s, during which Grattan’s shone only occasionally.

Grattan insisting that the proper course was to request the Prince of Wales to exercise the full royal authority during the king's illness, supported Connolly's motion to that effect, which was agreed to without a division.
In consequence of the lord-lieutenant's refusal to transmit the address, Grattan on 20 February moved a series of resolutions appointing a deputation from the two houses to present the address to the Prince of Wales, asserting the privileges of the House of Commons, and censuring the conduct of the lord-lieutenant.
Henry, who was born in 1789, and was member for the city of Dublin from June 1826 to July 1830, and for Meath from August 1831 to July 1852, and died on 16 July 1859.

The Grattan connection with the Queen's County began during the reign of Queen Elizabeth I when Edward Brereton got a grant of the castle of Loghlyoge and its lands in 1562.
Edward had one son, Henry, who was ordained a priest in the Established Church (Church of Ireland) and spent some time as Vicar of Santry and Rector of Clontarf in Co. Dublin before becoming rector of Burns and Kilcolmanblane, later known as the parish of Maryborough.
The Grattans Esmonds of Wexford are descended from Louisa another daughter of Henry Grattan Jnr.

By virtue of Poyning's Act, a celebrated statute of Henry VII, all proposed Irish legislation had to be submitted to the English privy council for its approval under the great seal of England before being passed by the Irish parliament.
One of the first acts of "Grattan's parliament" was to prove its loyalty to England by passing a vote for the support of 20,000 sailors for the navy.
Grattan supported the veto, but a more extreme Catholic party was now arising in Ireland under the leadership of Daniel O'Connell, and Grattan's influence gradually declined.

After holding a number of appointments at court and in the diplomatic service, he was promoted to the rank of general~in 1772; and in October of the same year he succeeded Lord Townsend as lord lieutenant of Ireland, an office which he held till 1777.
His proposal to impose a tax of 10% on the rents of absentee landlords had to be abandoned owing to opposition in England; but he succeeded in conciliating the leaders of Opposition in Ireland, and he persuaded Henry Flood to accept office in the government.
