Since Moses was planning to finance the construction of the Henry Hudson Bridge through the sale of bonds of the Henry Hudson Parkway Authority he had had the Legislature create, he would have to have tolls on the bridge to pay off the bonds.

The formal definition of the Henry Hudson Parkway is from West 72nd Street in Manhattan to the Bronx-Westchester border, at the Saw Mill River Parkway.
Technically, the elevated section of the Henry Hudson Parkway between West 59th Street and West 72nd Street is part of the "West Side Highway." Both the Henry Hudson Parkway and the West Side Highway are part of NY 9A.
In 1965, Moses proposed an upgrade of the Henry Hudson Parkway that was to have increased capacity from the West Side Highway north to the George Washington Bridge.

The southbound lanes of the divided highway, as well as railroad tracks farther west, along the Hudson River shoreline, were not directly affected, although the authorities closed the parkway in both directions to traffic in the area.
The section of the parkway where the wall collapsed was not heavy with traffic at the time because most commuters typically exit two or so blocks south to get to the George Washington Bridge, across the Hudson River, or to the entrance to the Cross Bronx Expressway.
The six-lane parkway was closed in both directions soon after the wall gave in at about 4 p.m., and traffic on the West Side Highway and Riverside Drive slowed to a standstill.

right before the henry hudson toll bridge, i saw the warning sign on the highway: henry hudson parkway closed at 181st st. so i asked the toll booth agent if i had to exit in inwood (the exit just above the one where the landslide approximately was).
When 9/11 happened, the wall holding back the Hudson River very nearly collapsed (it was the first reparation done in the cleanup afterwards) and the loss of THAT wall might have caused up to a million deaths by drowning in the NYC subway system.
