Joseph Clarke was appointed on 13 or 14 May 1667, to a committee by the town of Newport to collect 155 pounds for the defense of that town and outfitting the prison.
Joseph Clarke was a Deputy for Newport at meetings of the General Assembly held at Newport on 6 May 1668, 28 October 1668, 27 October 1669, 13 October 1670, 26 October 1670, 25 September 1671, 5 March 1671/2, and 2 April 1672.
Joseph Clarke was elected and engaged as an Assistant at a General Assembly and Election held at Newport and was appointed to a Court of Justices of the Peace to be held in the Narragansett (or King's) Province on the 15th of May for the speedy and peaceful settling of the inhabitants of that region.

Clarke, Henry Joseph, lawyer, politician, premier of Manitoba 1872-74 (b in Donegal, Ire 7 July 1833; d on a train near Medicine Hat, Alta 13 Sept 1889).
Admitted to the bar 1855, Clarke practised law in Montréal and spent several years in California and El Salvador.
After returning to California, where he divorced and remarried, Clarke resumed the practice of law in Winnipeg in 1877 and acted as counsel for 25 of Riel's followers after the NORTH-WEST REBELLION of 1885.

CLARKE was born in Madison County, N.Y., Dec. 1, 1833, son of Dr. Henry and Lorinda (COON) CLARKE, natives of New York.
Henry CLARKE, the father, practiced medicine in Madison County, N.Y. In 1836 he came West, and for two years lived at Chicago, Ill., then a struggling but ambitious village, in 1838 removing to Walworth, Wis., where he continued the practice of his profession until his death, in 1853, at the age of sixty-one years.
CLARKE married Jan. 1, 1856, Miss Mary B. daughter of Joseph and Rebecca (ATWOOD) SHERBURNE, natives of Vermont, who in 1844, with their five children, migrated to Wisconsin and located in Walworth County, where they engaged in farming.

This division became a serious dispute in the province, largely due to Clarke's refusal to accept a compromise.
He returned to Winnipeg in 1877, and ran unsuccessfully for the constituency of Rockwood in the provincial elections of 1878 and 1879.
Previously a supporter of French language rights, Clarke was by this time campaigning against bilingualism and state funding for Catholic schools.
