Harbance Singh (Herb) Dhaliwal, PC, B.Comm (born December 12, 1952) is a Canadian politician.
Dhaliwal was a firm supporter of Chrétien against Paul Martin's attempt to force the Liberal leader to retire.
Recently, allegations have been made by Warren Kinsella, among others, that Martin's team exploited the fact that Dhaliwal's wife was suffering from cancer, although Dhaliwal was not with his wife, but rather travelling out of the country on the date of his riding's annual general meeting which he lost.

Natural Resources Minister Herb Dhaliwal is in India, so he missed the annual meeting of the federal Liberal riding association in Vancouver-South Burnaby.
Dhaliwal is a Chrétien supporter, and Chrétien supporters are an endangered species in British Columbia, where the party organization is controlled by someone else.

Dhaliwal is challenging a Sun article published Nov. 15 that ran under the headline: Dhaliwal to Martin: Fire me at your peril.
The writ claims the statements suggested Dhaliwal was threatening Martin and would abuse his position as a leader in the Indo-Canadian community to gain a cabinet post.

Dhaliwal was installed BC lieutenant simply because he spoke out for Chrétien, while Anderson was at best lukewarm, and seen as a through and through Martinite.
Whether Dhaliwal is misquoted or not, it's interesting to see that one Manjit Singh, of the Canadian Sikh Council, has come out to say that should Dhaliwal be out of the cabinet, there would "be a sense of loss and disappointment" from within the Sikh community.
Dhaliwal was an ardent supporter of Chrétien, and for his troubles, Martin forces went into his constituency and replaced the executive in Vancouver-South Burnaby, with folks more likely to support Martin.
