Gray served in a variety of roles during his parliamentary career, including cabinet ministries and committee chairmanships during the Liberal governments of Lester Pearson and Pierre Trudeau, and as Opposition House Leader from 1984 to 1990.
Gray retired from Parliament on January 14, 2002, and was appointed Canadian Chair of the International Joint Commission, a bilateral organization which deals with Canada-United States transboundary issues on water and air rights.
Gray is also a Companion of the Order of Canada, a designation which can be bestowed on only 165 outstanding Canadians at any given time.

Herb Gray was born in Windsor, Ontario, on May 25th, 1931, the son of the late Harry and Fannie Gray.
Gray was first appointed a Minister in 1969, it was the first time in Canadian History that someone of the Jewish faith was appointed to the Federal Cabinet.
Gray, who is bilingual, took part in the work of a number of community organizations in the Windsor area prior to his election to Parliament, including the Jaycees (Windsor President 1961-62), B'nai Brith and the Club Richelieu.

Herb Gray, Deputy Prime Minister of Canada, received assurances that the federal government is now in a position to "move from dialogue to formal discussions, leading to an agreement" in the ongoing matter involving 'residential schools' litigation.
Gray said he was not yet able to provide precise details about two key dimensions of these negotiations - specifically, the timing and parameters of the settlement procedures - however he indicated he intended to conduct a briefing with the four churches involved (Roman Catholic, Anglican, United and Presbyterian) within the next two weeks.
Gray assured Anglican leaders the government takes the view that church organizations 'play a valuable, far-reaching role in Canadian civil society' and reiterated his view, stated at earlier meetings, that the government has 'no desire to see the churches driven into bankruptcy' as a result of the residential schools litigation.

Gray meets the status test by virtue of the fact that his duties were integral to the offshore drilling process and were therefore "maritime" in nature.
Gray was clearly covered under the LHWCA in connection with injuries he might incur while traveling to and from the drilling rigs on which he worked.
