During this time, Robinson was involved in the successful efforts to annex the Fiji Islands to the British Empire, and his services were rewarded in 1875 by promotion to G.C.M.G. In March 1879, Robinson was transferred to New Zealand, and in 1880, he succeeded Sir Henry Bartle Frere as High Commissioner for Southern Africa.
Robinson arrived in South Africa shortly before the disaster of Majuba, and was one of the commissioners for negotiating a peace.
Robinson's declaration that the advice of his ministers to patch up a settlement with the filibustering Boers was equivalent to a condonation of crime, led to the expedition of Sir Charles Warren and the annexation of Bechuanaland early in 1885.

ROBINSON, Sir WILLIAM CLEAVER FRANCIS (1834-1897), governor, was born on 14 January 1834 at Rosmead, County Westmeath, Ireland, fourth son of Admiral Hercules Robinson and his wife Frances Elizabeth, née Wood.
Robinson's success as an administrator and his personal qualities led in February 1883 to his appointment as governor of South Australia, the occasion being marked by the public performance of his own composition 'Unfurl the Flag'.
Throughout his career Robinson had been in the shadow of his better-known brother; he was probably as able and as successful an administrator, but he was not as genial or as warm in his official relationships, and it was his lot to manage the lesser of the remote colonies of the Empire.

His name was never cleared during his lifetime, and Bower was never reinstated to what he believed should be his proper position in the colonial service: he was, in effect, demoted to the post of colonial secretary in Mauritius.
