Hermann Balck - Wikipedia, the free encyclopedia
At the outbreak of war in 1939 Balck was in the OKH (Army High Command of the German Army) and was transferred to the command of Schützenregiment 1 (motorised rifle regiment 1) in 1.
Balck was closely involved in the failed defense, and the unsuccessful attempt to relieve the encircled XIII.
Balck was a prime example of a class of German officers who rose rapidly through the ranks during the war, together with e.g.

Balck was born in Danzig-Langfuhr, Prussia, in 1893—long after his Finnish ancestors had migrated to Germany in 1120.
Balck's army group, in fact, was a ragged assortment of under-strength, poorly equipped and hastily trained units cobbled together from Germany's rapidly deteriorating forces.
Late in December 1944, Balck was relieved of his command, the victim of political intrigues by SS Chief Heinrich Himmler and Hitler's periodic witch hunts.

Balck was a firm believer in 'saddle-orders', taking his place with whichever of his groups was to make the main effort and visiting the regiments involved several times a day.
In November 1943, Balck's task as defined by Colonel-General Erich Rauss, the commander of the Fourth Panzer Army, was the recapture of Zhitomir and the stabilization of the front west of Kiev.
Balck abandoned his attempt at encirclement and went onto the defensive, after having destroyed two Russian armies, mauled a third and captured or destroyed 700 tanks and 668 guns.

Balck, though not widely known, was I quote Chester Wilmot "an experienced tank commander and a notorious optimist with a reputation for fearless aggression.

Dynamics of doctrine: the change in German tactical doctrine during the first world war
As the famous tactician, Wilhelm Balck,* noted, altering tactical procedures in the middle of such a desperate struggle, was a very serious undertaking, especially for the German Army.
His son, Hermann Balck, was a company-grade officer in the First World War, and became an outstanding field commander in the Second World War.
Balck records that General Joseph Joffre, the French Commander in Chief, had cautioned the French against crowding the forward line as early as 5 January 1915, but commanders were reluctant to weaken their forward positions for fear of losing ground:

Moreover, when Balck said he didn't know anything about tanks, when Clarke laid out his values, when Napoleon emphasized moral effects, they were expounding unchanging soldierly virtues that go back to the time of Alexander the Great and Sun Tzu.

Second: Balck emphasizes the importance of trust—not mistrust—for cohesion.
Now, recognizing that both Balck and guerilla commanders work in a hostile environment (of menace and uncertainty) that naturally breeds mistrust, it is clear that moral effects must include this factor.
Finally, by stripping away and recombining essentials—from these notions as well as from the ideas and contributions of Clausewitz, Balck, and Falls—we can evolve the essence of moral conflict.

While no one was confusing a map room with a battlefield, Balck, Mellenthin, and their counterparts did much to establish a concrete case for initiative, flexibility, and mobility as vital elements of a successful forward defense of the NATO central front.
Their points were reinforced by the publication of memoirs and biographies of several of the eastern front's most successful operational commanders, until now relatively unknown outside of Germany, whose careers seemed to prove the overriding importance of spirit and confidence in fighting the Russians.

Hermann Balck, a Panzer general in World War II, once quipped cynically that he hated it when a subordinate was transferred away from him, because, over time, he was able to learn how much each of his subordinate lied in his reports.
All of them lied, thought Balck, but it was important to know how much each did, so that he could get closer to the true picture.
Samuel Eliot Morison, author of the History of United States Naval Operations in World War II, didn't put it that cynically when he described some German records he analyzed after the war, but he made the same point about the biases.
