		Brill was born in the small town of Gräfenroda, Thuringia on February 9, 1895 as the son of a tailor; after finishing school, he attended the Herzog-Ernst-Seminar in Gotha to become a teacher.
		Brill also wrote a number of essays and flyers during this time; he was arrested several times by the Gestapo, and finally sentenced to 12 years in jail in 1938 for high treason, after the workings of the Deutsche Volksfront had been discovered.
		In later years, Brill taught at the universities of Frankfurt and Speyer; he was responsible for the introduction of political science as a field of study in Germany, and wrote several articles pertaining to issues such as the German reunification.

		Hermann Brill, a doctor of law, is a well-known politician in Thuringia and a member of the Thuringian State Parliament from 1920 on.
		In July 1934 Brill moves to Berlin, where he joins a circle of former members of parliament from the Social Democratic Party (SPD) and labor unionists, and explores the possibility of collaboration between social democrats and communists.
		Brill is arrested on September 21, 1938; on July 29, 1939 he and Brass are each sentenced by the People’s Court to twelve years in a penitentiary.
