Retired Supreme Court Justice Hermogenes Concepcion, appearing as the 16th witness for the defense in Estrada’s plunder trial, said the purchase of shares in Belle Corporation was made pursuant to law and the internal rules of the GSIS and without intervention of any officials, including the then Chief Executive.
Concepcion was presented by the defense panel to refute the testimony of prosecution witness Federico Pascual, former GSIS president and general manager, that he received a call from Estrada instructing him to purchase the Belle shares.
On cross-examination by Special Prosecutor Dennis Villa-Ignacio, Concepcion said that as a retired magistrate of the Supreme Court, he is receiving pension of around P66, 000 a month equivalent to the monthly salary and allowances of incumbent High Court justices.

Had the original Garcia + Concepcion removal scenario succeeded--a long shot considering that the President's term only has about eight months left--the plan would have paved the way for Chairman Bernardino Abes of the Social Security System to take over as GSIS chairman as well.
