Hertsmere Borough Council's performance came under scrutiny in a report comparing key areas of service delivery provided by local authorities in England.
Hertsmere's environmental health unit carried out 100 per cent of its intended food premises inspections, compared to a district council average of 88 per cent.
According to the report, Hertsmere's land charges section is improving with 98.6 per cent of searches completed within ten working days compared to a national average of 86 per cent.

Hertsmere council tax payers face paying around nine per cent more towards the borough's portion of the bill due in April for the coming year.
Borough bosses predicted the rise in Hertsmere's share of council tax after putting forward an overall budget of £9,149,470 for council spending in 1998/1999, to be rubber stamped next week when the final council tax bill figures will also be decided at Hertsmere's full council meeting on Wednesday.
But Hertsmere Tories were not so happy with the council budget, saying the Labour group was being forced to make savings after "squandering" a healthy financial situation inherited from the previous Tory administration.

The organisation responsible for health care in Hertsmere is one of the worst in the country, according to performance ratings released on Wednesday.
Hertsmere Primary Care Trust (PCT) was given a zero-star rating by the independent Healthcare Commission, while the trusts running Watford General and Barnet Hospitals each received one star (out of three) — an improvement from last year's score.
