Hertza region - Wikipedia, the free encyclopedia
Hertza region (Romanian: Ţinutul Herţa) is the territory of an administrative district (raion) of Hertsa (Herţa) in the southern part of Chernivtsi Oblast in south-western Ukraine, on the Romanian border.
The annexation of the Hertza region stands even compared to the rest of the territory taken over by the USSR following the Molotov-Ribbentrop Pact and the June 1940 Soviet Ultimatum.
Furthermore, unlike Bessarabia and Northern Bukovina, the region had not been a part of Imperial Russia or Austria-Hungary before World War I, but had been a part of Romania and one of its predecessor states, Moldavia, before that.

Announced about this Soviet move, Ribbentrop had stressed on June 25 in his reply to the Soviet leaders, the strong German "economic interests" (oil industry and agriculture being nominated) in Romania, ensuring that Romanian territory wouldn't be transformed into a battlefield.
In addition, the local population was often purged of anti-Soviet or potentially anti-Soviet elements, and hundreds of thousands were deported to far Asian regions and to Gulag work camps.
Later, these territories were in the front line of the war, and also suffered from the Nazi terror behind the eastern front.

Its attitude on questions pertaining to Rumania was, moreover, communicated by the Soviet Government on June 25 of this year to the Italian Government through the Italian Ambassador, Herr Rosso, and it was convinced that the Government of the German Reich would be duly informed of this communication of the Soviet Government.
Hence the reference by the Government of the German Reich to the measures carried out by the Soviet Union in the Baltic region as an explanation of the failure to consult with the Soviet Government regarding the Vienna decision is not confirmed by the facts and therefore not justified.
The Soviet Government is firmly convinced that the precise and strict observance of this Treaty, particularly of article 3 of the Treaty, is also one of the most important conditions in the matter of the pacification of the Danube region, to which reference is made in the memorandum of September 9 of this year.

These regions were confirmed as part of the USSR by the 1947 Paris Peace Treaty.

But the dilemma for Romania is how to deal with its greatest national security threats -- the mischievous influences in the region that endanger Romania’s potential prosperity; particularly when the guarantors of its sovereignty have, at best, a secondary interest in Romania and the region in general.
The extent of Romania’s own role in securing regional stability and how to fashion this task in cooperation with its neighbors is the dilemma that it has yet to resolve.
It is not always easy for neighbors who have been quibbling for a long time about a lot of things to step back and see that their common concerns far outweigh their disputes.

At the turn of the second millennium, when the Palaeolithic age made way for the Bronze age, the Thracian tribes of Indo-European origin settled alongside the population that already lived in the Carpathian-Balkan region.
The goals of the foreign policy in the inter-war period, when Nicolae Titulescu played a major role, sought to maintain the territorial status quo by creating regional alliances, supporting the League of Nations and the collective security policy, as well as by promoting close co-operation with the Western democracies --France and Great Britain.
Under the Vienna "Award" --actually a dictate --(August 30, 1940) Germany and Italy gave to Hungary the north-eastern part of Transylvania, where the majority population was Romanian.
