Herumor was a Black Númenórean who lived in the late Second Age.
In "The New Shadow", a writing include in The Peoples of Middle-earth, Herumor is also the name of the leader of a growing evil cult in Gondor during the Fourth Age about one hundred years into the reign of Eldarion, the son of Aragorn.
This Herumor could be the same as the Númenórean ruler of the Haradrim, as there is some speculation that he became either one of the Ringwraiths or the Mouth of Sauron.

Moreover, Herumor's Second Age namesake was a Black Númenórean.

From the latter part of the Second Age, the Men of Harad were dominated by the Númenoreans, as were many other peoples who's lands included a coastline.
Shortly before the War of the Last Alliance: two Númenorean lords, for example, named as Herumor and Fuinur, "rose to great power amongst the Haradrim", but their ultimate fate is not recorded.
For many centuries of the Third Age, many Haradrim were still ruled by Black Númenórean Lords, or further north by the Kings of Gondor, but ultimately, the Harad fell under the influence of Mordor, for much of the Age.

To me it's much more plausible that the Gothmog who took power after the fall of the Lord of the Nazgûl was a being of higher and more fearsome status, such as a fl numenorean or a nazgûl.
In fact the fl numenorean theory has literary support- in the second age, two of Sauron's most influential cohorts are two fl numenoreans, Herumor and Fuinor, who both became Sauron's puppets in the South.
Also Herumor is a second age leader available to the FoD.

Also, adam are you sure all the nazgul are of numenorean anscestry, wouldn't it have been easier for him to corrupt haradrim or easterlings, as well as that weren't all the Numenoreans killed in the fall of Numenor, save for the faithful (who would not likely give in to sauron's will again).
Three of the Nazgûl were of Númenórean ancestry, and the remaining six I have no clue.
And Sauron gathered to him great strength of his servants out of the east and the south; and among them were not a few of the high race of Númenor.
