The body is a statutory advisory body in the New Territories, Hong Kong.
It was established by the Heung Yee Kuk Ordinance (Chapter 1097) and first enacted December 11, 1959 (as 45 of 1959 originally).
For example, in 1966, it donated HK$660,000 to start a school in Yuen Long known as Heung Yee Kuk Yuen Long District Secondary School.

 PSHWF briefs Heung Yee Kuk on Sheung Shui poultry processing plant project
The Permanent Secretary for Health, Welfare and Food, Mrs Carrie Yau, today (April 18) briefed the Heung Yee Kuk on the proposed Sheung Shui poultry processing plant project and exchanged views with Heung Yee Kuk members on the project.
Mrs Yau repeated that the primary purpose for developing the processing plant to place poultry slaughtering activities under one roof was to achieve the policy objective of separating live poultry from humans through minimising their contacts as far as practicable to reduce the risk of human infection of avian influenza.
The Administration understood the concerns of Heung Yee Kuk members, North District Council members and residents about the location of the processing plant and would carefully consider the views gauged, she said.

The Heung Yee Kuk is threatening to seek a judicial review of the government's ban on backyard poultry unless compensation is offered for seized birds.
He said that when the government was forced to cull poultry during bird flu outbreaks between 1997 and 2004, it not only paid compensation to poultry farms and transport companies, but also made ex-gratia payments to those affected and waived rental charges for wholesalers and retailers totalling HK$272 million.
At a conference on the growing risk of a bird flu pandemic, Center for Health Protection consultant Thomas Tsang warned that the risk of bird flu jumping the species barrier from birds to become a human-transmissible virus was still high.

There is a long story about drawing up village layout to adhere to the requests of HYK, which the land staffs have been eager to implement for various reasons.
