Hexogen," his pamphlet-novel that has enjoyed a large print run, he describes the plot in the upper echelons of power in the summer and autumn of 1999, designed to unleash the second Chechen war and turn it into an effective electoral campaign instrument.
The court didn’t hand down this verdict out of sympathy for the defendants, indeed it convicted them on other serious counts, but even by the standards of Russia’s servile court system, the evidence regarding their involvement in the Moscow terrorist acts was too obviously falsified.
The initial investigation in Ryazan revealed the presence of hexogen, and the law enforcement authorities announced that they’d successfully prevented a terrorist act.

In each case, the explosive was said to be hexogen and all four bombs were set to go off at night to inflict maximum casualties.
The FSB said that the bomb was a dummy and that the explosive materials in the sacks attached to the detonator was sugar.

US airlines are vulnerable to the same kind of mid-air bombings that apparently blew up two Russian planes because most travelers are not screened for explosives, according to industry experts and officials.
