The Damned Company of Lord Caustos is such a force, which, having been declared Traitor by an Inquisitor of the Ordo Hereticus, based on somewhat flimsy and circumstantial evidence, only later turned to the service of Chaos in order to survive in a galaxy ultimately hostile to them.
Lord Caustos and his followers now sell their services to any force that will provide them with the equipment they need to continue their very existence.
Whatever the effect, the servants of the High Lords are always vigilant against the signs of mutation, and the Inquisition is keen to punish any such signs of deviancy.

Job argued that it was within the power of the High Lords of Terra to create a founding of Astartes for the explicit use of the Inquisition.
The day for this request may soon be at hand, but the Inquisition knows that should the High Lords of Terra chose to end their work the whole of the core of the empire shall collapse into Chaos.

Once the cult joins battle, it becomes a shining psychic beacon to the Tyranid hive mind, indicating a planet with both a large population, a weakened capability to defend itself and forces friendly to any Hive Fleet that can reach them.
It is this function of the Genestealers that has caused the High Lords of Terra to issue an unprecedented 82 decrees ordering the extermination of all Genestealers with extreme prejudice, and has caused one confirmed sighting of a Genestealer or organism carrying Genestealer DNA on an Imperial world to become acceptable grounds to employ Exterminatus.
