The High North Alliance is an umbrella organisation of several fishing, whaling and Nordic municipal councils.
The alliance was founded in 1991 in response to calls from environmentalists and from many scientists to prohibit completely commercial whaling, and, from more radical groups, calls to prohibit the killing of marine mammals for any purpose.
The alliance is organised by a governing committee of six members, three from Norway, and one each from the Faroe Islands, Greenland and Iceland.

   Gen. Rashid Dostum, who commands the ethnic Uzbek forces in the alliance, said after today's meeting that he would meet again with the Taliban commanders Saturday, and that he expected them to surrender Sunday and deliver foreigners fighting alongside the Taliban into the hands of the alliance.
   Alliance spokesman Ashraf Nadeem said the deal called for 5,000 alliance fighters to enter Kunduz, "possibly Saturday," to oversee the surrender.
   Alliance fighters said they feared the foreigners -- thought to number up to 3,000 -- might try to break out of the city and escape to the north or Pakistan rather than accept surrender.

High North News (30.10.02): Japan is once again proposing to remove whale species from a list of species threatened with extinction.
Currently it is apparently not possible to use this procedure for calculating catch levels for North Pacific Bryde's and minke whales.
In a joint letter to Japan, the Norwegian Whalers' Union, the Norwegian Fishermen Association and the High North Alliance have requested Japan to either radically change the annotations to the proposals or to simply withdraw the proposals.
