The Higher Education Authority (HEA) - official name: An tÚdarás um Ard-Oideachas from Irish - is the authority in Ireland with responsibility for higher education since 1968 and placed on a statutory basis in 1971.
The authority has advisory and funding functions, with the former applying to all institutions and the latter applying mainly to the university sector only, this is currently (2004) under review.
The authority has presented many strategic reports since its foundation, a recent report was conducting into reforming medical training in Ireland; this proposed system should lead to the creation of a two route entry into medicine which will include entry via a bachelor's degree and aptitude test, in addition to the current "points race" system.

A Higher Education Authority, created by a city, is an instrumentality of local government and is not in the executive branch of stat government.
Higher Education Authorities organized pursuant to chapter 53 of the Education Code are subject to articles 6252-17, V.T.C.S., and 6252-17a, V.T.C.S. They are not subject to articles 601b, V.T.C.S., 6252-9b, V.T.C.S., 6252-11b, V.T.C.S., 6252-11c, V.T.C.S., or 6252-13a, V.T.C.S. The directors of a Higher Education Authority are officers required to take the constitutional oath of office.

In 1960, he also headed the Nebraska Study of Administration of Higher Education for the state's legislative council, and from 1962 to 1968 Glenny served as associate, then executive director, of the Illinois Board of Higher Education.
Jerry Miller, a former professor at the University of Michigan's Center for the Study of Higher Education, praised Glenny for major improvements in higher education in Illinois during the 1960s.

KRS 164.769 establishes a teacher scholarship program and requires the Kentucky Higher Education Assistance Authority to establish the terms and conditions for the award, cancellation, and repayment of teacher scholarships, awarded under KRS 164.769 and under prior teacher scholarship programs administered by the Kentucky Higher Education Assistance Authority.
Unless the authority determines otherwise for cause, loans or scholarships from more than one (1) program shall be repaid or cancelled by qualified teaching service in the same order in which they were received.
The authority may agree, in its sole discretion, to accept repayment in installments in accordance with a schedule established by the authority.
