Sold to a private consortium in 1999, Highway 407 was formerly a provincial freeway designed as a bypass of Highway 401, the main truck route through Southern Ontario and one of the world's busiest highways with well over 400,000 average daily trips on a section between Highway 427 and Highway 404.
If a driver enters the 407 and does not have a transponder in his or her vehicle, the 407 snaps a picture of the license plate and receives the information about the owner of that plate, including the name and address, from the Ontario Ministry of Transportation.
If an arbitrator rules in favor of the 407, the driver is responsible for the toll charges as well as any interest and other administrative or collection fees charged by the 407 if he or she has not yet paid the amount owing.

 CUPE > Highway 407 tolls rise
Like clockwork, Highway 407 tolls will rise on Feb. 1, 2006, by 1.3 cents a km for cars and motorcycles, pushing the peak rate to 16.25 cents a km for light vehicles.
The company that runs the toll highway, 407 ETR, is dropping its $10 fee for electronic access through a transponder device to encourage motorists to get transponders and use the toll road.

An arbitrator ruled that 407 International Inc. the company that holds a 99-year lease on Highway 407, did not need the provincial government’s permission to increase toll rates.
The government didn’t seem to want to "protect the public" from increased rates for hydro that is obviously a necessity, but they are determined to spend to control tolls on Highway 407 no matter what the cost in doing so.
And we haven’t yet reached the stage where access to a less traveled highway is a constitutional right, although it is not difficult to envisage that right being entrenched at some point in the future.

When this highway was built (by our tax dollars), I can remember the toll being around 4 cents a km off hours, and 7 cents a km peak time.
When our government sold the highway to a private company (at a loss), we were told that the rates would not rise by a great deal.

 Spain threatening Canada over Highway 407 dispute
Toronto - The Spanish government is threatening action against Canada if the province of Ontario does anything to interfere with Highway 407, the private highway now run by a Spanish-led conglomerate as the result of a 99-year lease granted by former Tory premier Mike Harris.
Spain has indicated that it is prepared to veto a proposed trade agreement between Canada and the European Union because of the Ontario government's decision to fight Grupo Ferrovial SA's toll increases on the highway.
"The people connected with the highway maintain that the deal they got from the Conservative government said that they effectively had the unilateral right to raise tolls for the next 94 years," McGuinty said.
