The proportion of targeted schools in districts with voluntary desegregation plans that prevented, eliminated, or reduced MGI was slightly higher than the proportion of such schools in districts with desegregation plans required by a court or other agency (60 percent vs. 53 percent).
Districts receiving MSAP funds are required to set annual performance benchmarks for improvements in minority student isolation and student achievement, and to report on their success in meeting these benchmarks.
However, in districts with voluntary desegregation plans, the proportion of middle schools making desegregation progress was close to that of elementary schools, whereas in districts with required desegregation plans, a lower proportion of middle schools made progress compared with elementary schools.

The Japanese rename the TENNO MARU the HIKAWA MARU NO. 2 to further disquise that she is the captured Dutch hospital ship OP TEN NOORT.
The HIKAWA MARU was in drydock at Maizuru at the time.
A plausible explanation of the scuttling is that since the Japanese Government had acknowledged the OP TEN NOORT as a hospital ship, they were anxious to cover up their seizure of the ship, an act not allowed under international law, and sank the ship to avoid reprisals.
