From this standpoint, Himara represents a curious anachronism, as a present memory from epochs when the Balkan peninsula was part of multi-ethnic empires, and nationalities were more choices and necessities, and had to harshly compete with religion(s) as well.
Himara is hardly a member of this group.
Himara's deliberate choice to be part of a minority isn't due at all to religious motives, for the Albanian Orthodox church in the south is in good health, and, however, under no Muslim pressure or persecution.

The head of foreign observers in the second round of the municipal elections in Albania that were held last Sunday issued an appeal to the Albanian authorities to open an investigation on the irregularities witnessed in the region of Himara.
Hena Ferley pointed out that the most serious irregularities in the election process were recorded in Himara, stressing that there were cases of intimidation targeting returning board members, while in one case a ballot box was destroyed and in at least 3 polling stations there were established cases of election fraud.
She said that the deputies did not come to Albania illegally, adding that even though they were not official election observers there is no information that they had entered polling stations and caused problems to the election process, as according to information, they were outside the polling stations throughout the election process.

The Greek government is expected to take measures against Albania, both on bilateral and European level, after irregularities were ascertained in Sunday's local elections in the neighboring country, especially in the region of Himara where widespread adulteration of the vote at the expense of the ethnic Greek minority party was registered.
Papandreou, replying to criticism from opposition parties that the problem in Himara was not handled in time, said the Greek foreign ministry contacted OSCE, EU and US representatives in Tirana, Albania, and observers were sent to the country.
Papandreou also expressed his surprise over the levels of voters' participation in the elections in Himara, where participation amounted to 50-55 per cent in the first round held on October 1 and to only 40-50 per cent in the second.
