		Old folks say some Visayan fishermen, forced by strong currents in what is now Surigao Strait, sought refuge in one of the huts somewhere in the province, the Mamanua tribe thought the fishermen wanted to occupy the hut by force "agaw".
		Congressman Reynaldo P. Honrado of lone District of Surigao introduced House Bill No. 3050 during the Fourth Congress, otherwise known as R.A. No. 2786 eventually created the provinces of Surigao del Norte and del Sur out of the Province of Surigao.
		Hence, in 1960, Surigao del Sur became the 56th province of the Philippines.Surigao del Sur was formally organized and separated from her mother province Surigao del Norte on September 18, 1960, thereby creating Surigao del Sur.

		Byrne said unless the Philippine government imposes stricter measures in preserving and protecting the Dugong, “it would forever be lost to extinction.” There used to be Dugongs in the island of Siargao, Surigao del Norte.
		Despite the threats, Dugongs in Hinatuan are seen frequently in the island barangay of Pangasinan, a 30-minute boat ride off the coast of Hinatuan and in Mahaba island, a 20-minute boat ride.

		Dugong Death Hinatuan Bay, Surigao Del Sur, Mindanao A approximate 200 to 300kg male Dugong (TL 197cm) was killed in Hinatun Bay, not far from Mahaba Island and near the Municipal Fish Sanctuary.
		It appears that the dugong was caught in a net and the author suspects as the net was being pulled in the dugong was found alive so the net owners tried unsuccessfully to kill the animal with some sort of knife, or machete and the dugong somehow managed to get free and swim for safety.
		It began to approach / return to the area inshore that the author suspects to be a safe haven for dugongs in Hinatuan Bay, and somehow may of been disturbed and began to return to open sea when it went entered a fish corral and minutes hours later it died.
