An announcement of the funding was received by Ray Hino, CEO for the hospital district, from the office of Congressman Bill Thomas (R-Bakersfield) last week.
Hino said that Thomas submitted that request last year in 2002-2003 and it was cut from the final budget.
Hino said it is people like Bardecker who have made the difference in terms of getting the message out into the community and to the legislators.

Hino Motors Ltd., a Japanese truck maker that is 52-percent owned by Toyota Motor Corp., announced last week that it will build a new auto parts plant in the eastern Arkansas community on a 160-acre lot.
Hino, which makes medium- and large-size trucks and buses, is expected break ground on a new facility later this summer in the Delta community across the river from Memphis.
Hino expects U.S. diesel emission regulations to be more stringent than in Japan by 2007, giving the company a chance to expand sales by offering fuel-efficient trucks that are reliable and easy to maintain, Hino President Tadaaki Jagawa said.

Hino Motors Manufacturing, Japan’s leading domestic manufacturer of medium- and heavy-duty trucks and buses, and a subsidiary of Toyota (which owns 50.1% of Hino) has begun its first truck manufacturing in North America.
Hino’s clean diesel system uses a next-generation common-rail fuel injection system, a cool EGR (Exhaust Gas Recirculation) and variable nozzle turbocharger, and a post-processing unit DPR (Diesel Particulate active Reduction) cleaner with a PM collection rate of 95%, which work in concert to burn the collected PM.
Hino is developing a more advanced full-hybrid system, and claims that the new hybrid system will deliver 1.8 times the fuel efficiency of conventional diesels.

U.S. District Judge David Ezra "lowered the boom" yesterday on Robert E.M. Sohnrey, also known as Edward B. Cook, by sentencing him much higher than the advisory sentencing guideline range of 37 to 46 months, said assistant U.S. Attorney Tracy Hino.
Although Sohnrey cooperated with prosecutors and admitted his guilt, Hino asked that Sohnrey be sentenced toward the higher end of the guideline range because of the long-standing sophisticated scheme that Sohnrey had engaged in for nine years beginning in 1994.

Carl Hauoli Kaikaina, 48, of the University area was charged Thursday in a secret indictment with five counts of bribery and three counts of making a false statement.
At his initial appearance in U.S. District Court yesterday, Assistant U.S. Attorney Tracy Hino told the court that Kaikaina has admitted to altering test results for other individuals as well.
The FBI sent in one of its agents undercover on July 15, and Kaikaina allegedly told the agent that if he was paid $50, he would not conduct the urine test but would submit a negative result.
