The Historical Records Survey (HRS) was a project of the Works Progress Administration New Deal program in the United States.
Originally part of the Federal Writers' Project, it was devoted to surveying and indexing historically significant records in state, county and local archives.
The HRC, headquartered in Washington, D.C., was organized into subdivisions (regional, state, district) and much of the work was done at the behest of the National Archives and Records Administration or state archive agencies.

 Inventory of the WPA Collection at the Utah State Historical Society
The Historical Records Survey was commenced originally as a subdivision of the Federal Writers' Project, but in 1936 was made an independent program and so continued until its close with the transfer of its files.

The Historical Records Survey was created to inventory all county government records of each county in the United States.
The survey had two purposes: to list manuscripts, church records, and public records in county offices in a reference volume for the use of county officials and the general public, and to locate, classify, and catalog all extant county and city records to make them more easily accessible to county officials, historians, and research workers.
In those counties which have a city records division, the forms are for the most part of the records of city clerk, city assessor, city collector, and city police judge.

 Handbook of Texas Online: TEXAS HISTORICAL RECORDS SURVEY
As a part of the general federal relief program, a national historical records survey was undertaken in the winter of 1935 for the two-fold purpose of providing useful employment to historians, lawyers, teachers, and research and clerical workers and of preparing inventories of historical materials.
The survey focused on unpublished records and documents of each governmental unit, to facilitate the administration of government; to provide data for students of political, economic, and social history; and to meet the needs of lawyers, businessmen, and other citizens who require facts from the public records for the proper conduct of their affairs.
On November 1, 1939, the Texas historical records survey, as a unit of the Texas statewide records project, organized on October 16, 1939, and cosponsored by the Bureau of Research in the Social Sciences of the University of Texas and city and county governmental units, was established.

 Report on the SC 1999 Survey of Historical Records Repositories
But when considering where and how to deliver services to historical records keepers, the SC SHRAB could keep in mind that there is a significant split between the few larger repositories that hold the bulk of the materials and the many other repositories whose collections are quite small.
In each survey, the respondents were asked to indicate what portion of their collections were stored in areas equipped to provide year-round temperature and humidity controls.
Clearly historical records repositories in South Carolina have come to depend on the South Carolina Department of Archives and History (SCDAH) and/or the South Carolina State Historical Records Advisory Board (SC SHRAB) as their primary source of advice and assistance (Tables K.5.a and K.5.b).

Ahead to RECORD GROUP 955.000 - U.S. Created in 1935 as part of the Federal Writers' Project of the Works Progress Administration, the Illinois Historical Records Survey undertook to locate and describe federal, state, county, municipal, and church archives in Illinois.
Inventory forms for unbound records list name of county and city/town; name of agency/department and bureau; exact title and dates; number of volumes; dates of obvious gaps; labeling; sizes; description of types of records; types of indexing; conditions of writing, paper, and containers; and locations of buildings, rooms, and vaults.
Research material and preliminary essays written by Historical Records Survey workers include drafts of historical sketches of Cook County and Chicago, legal essay material on county officials and county courts, and bibliographical information on books about Cook County.

The Historical Records Survey Program was undertaken in the winter of 1935-36 for the purpose of providing useful employment to needy unemployed historians, lawyers, teachers, and research and clerical workers.

The records were transferred to the Center for Archival Collections from the Ohio Historical Society with the cooperation of Victor Wagher, Local Government Records Specialist.
The Ohio Historical Records Survey, under the supervision of the U.S. Works Progress Administration, conducted its first project in Ohio in 1936 with the Inventory of the County Archives of Ohio, published in 1938.

As part of the Historical Records Survey, WPA staff created indexes of historical records across the country, fostering today's interest in genealogy and history.
Much of the work conducted by the HRS was done for the National Archives and Records Administration (NARA), as well as state archives agencies, and state historical societies, which these entities are still in possession of.
After the WPA was dissolved, the records, now in the hands of state archives and historical societies, were microfilmed, indexed, and made available for use.

The Historical Records Survey was established in Maryland in 1936 as a part of the Federal Historical Records Survey, under the national direction of Dr. Luther H. Evans.
Pursuant to an Act of Congress, the Federal Historical Records Survey, with other Work Projects Administration federal projects, was terminated August 31, 1939; its work in Maryland since that date has been continued by the Maryland Historical Records Survey, sponsored by the Hall of Records Commission.
The survey of manuscripts was not undertaken in Maryland until January 1939, and this is the first calendar to be issued by the Maryland Survey.
