Your point of associating ruler(s) of a specific dynasty to a period in history is correct for short-lived dynasties like Sui and Qin.
An example off the top of my head is Timeline of Polish history.
If one looked at Chinese history from a dynastic persepctive, rulers become important; however looking from other perspectives (like social or ethological) yielded other meaningful ideas.
