Hit-and-run tactics is a tactical doctrine where the purpose of the combat involved is not to seize control of territory, but to inflictdamage on a target and immediately exit the area to avoid the enemy's defense and/or retaliation.
These tactics are a cornerstone of asymmetrical warfare like guerrilla warfare, militant resistance movements and terrorism where the enemy typically overmatches the attacking force to the point where sustained combat is to beavoided.

Simply running up to a small enemy army, ensnaring their units and taking out their hero would be effective by itself, but it won't always work.
With orcs you can't use hit and run tactics on the enemy's army effectivley.
Or running up to the enemy's army and using chain lightning on them, then as they chase you they run into a stasis trap and you use chain lightning on them again.

That is for Eldar only (Hit and Run) - and my point is - it simulates a great skimmer tactic already - and I was investigating applying it across the board to all skimmer to represent fast moving, hit and run tactics in leiu of all this skimmer/pop-up mud we have been stuck in.
If it could move, fire and move back....Eldar Hit and Run tactics of course should be more advanced and their rule should trump this one and allow them to Hit and Run as per there rule (all orders).
To be honest, the Hit and run is not that big a deal outside of a few situations such as winning an assault, moving forward, firing, then moving back to your starting position, or firing and then running away.

For all the other races, hit and run means sacrificing the units you use, as they are too slow, not enough HP, etc. Fire Prisms can jump in to long artillery range, take down buildings (such as power or listening posts) within seconds, and be gone before your troops arrive.
The fact that Prisms can hit and run whole sets of buildings and escape relatively unharmed is why they are overly powerful - no other artillery in the game can do this as quickly, accurately, and safely.

Maybe something like: Mobile Combat (blitzkrieg?); the Eldar army is extremely fast and well trained and is able to quickly take advantage of any victory and keep their opponent off of their feet.
If you teleport them in first turn the enemy should have his most valuable formations protected(screened by scouts or cheap infantry etc), if you wait to the second or third turn you are 700 points and 2 activations down for at least a turn.
Like most tactics they usually have a down side and the bigger the payoff usually the bigger the risk if it goes wrong.

If you take a hit of any kind, chances are it will be a crew shaken or stunned result (provided you took my advice and nabbed a Holo Field as well).
I recommend you read the tactical part, it might persuade you to use that unit of Jetbikes you got with the battle set.
Aside from these little technical details, and it is only a game anyway, the idea of speedy hit and run attacks is appealing, a Jetbike army captured my imagination when I started to play, no good general likes their troops to stick around and be shot at!

I agree that conventional military forces are ill suited to oppose the hit and run, ambush, sniper tactics recently employed by Iraqi insurgents.
The tactics employed by the Iraqis in the past few days are very similar to those the North Vietnamese used in the Tet offensive.
The North Vietnamese abandoned their hit and run guerilla tactics during Tet and instead marshalled their forces for enmasse attacks against American facilities.

This makes them an excellent air support unit as well as an excellent basic unit for an airforce They also can be used to fly on hit and run missions to get units like science vessels, queens, and overlords quickly then run away.
The speed also helps with the hit and run tactics.
