Tolkien's fictional universe of Middle-earth, Hithlum is the region north of Beleriand near the Helcaraxë.
Hithlum was subdivided in Mithrim, where the High Kings of the Ñoldor had their halls, and Dor-lómin, which later became a fief of the House of Hador.
The land of Lammoth lay east of the Ered Wethrin and was not part of Beleriand or Hithlum, and the land of Nevrast was separated from Hithlum by the southern part of the Ered Lómin.

Hithlum was the coldest of the Elven lands of the First Age, a buffer between the bitter the colds of the north and the warm, cheery lands of Beleriand.
Hithlum reached the height of its power just prior to the Dagor Bragollach, when it was populated by three peoples: the Hithlum Noldor; the Sindar of Mithrim; and the Marachians, the third group of Edain to enter Beleriand.
Hithlum had to coordinate the Siege of Angband with Nargothrond and the March of Maedhros until it was broken in 455, when Finrod lost Dorthonion and Tol Sirion.

Hithlum was separated from Beleriand proper by the Ered Wethrin mountain chain, and was named after the sea mists which formed there at times: Hithlum is Sindarin for "Mist-shadow"; its Quenya counterpart is Hisilómë.
Nevrast was usually seen as part of Hithlum, but its climate was that of Beleriand.
Hithlum was cold and rainy, but quite fertile.

Dor-lómin, "Land of Echoes", was the south-western part of Hithlum, bordered in the east by the Mountains of Mithrim, and in the north by the river which formed the Rainbow Cleft known as Annon-in-Gelydh, or "Gate of the Noldor".
It was first colonized by the Noldor shortly after they arrived in Middle-earth, and for a long time was ruled by Fingon son of Fingolfin, before he took over as High King of the Noldor after his father was killed.
Like the rest of Hithlum it was destroyed during the War of Wrath.

Harlindon was probably settled by surviving Sindar from Doriath, Nargothrond, and Hithlum (and the Green-elves of Ossiriand).
Hithlum was the first Elven realm to weave those enchanted grey cloaks which eventually were given by Elves of Lorien to the Fellowship of the Ring.
Forlindon was probably settled by remnants of Noldor from Nargothrond and Hithlum, the Feanorians, and Sindar from Gondolin.

There were Elves in Hithlum at the time (Sindar) who noted this passage (that is how Tolkien justifies his histories -- either someone witnesses it or infers it).
Hithlum itself was not burned, nor suffered any kind of damage from flame and smoke.
Tolkien doesn't say the flaming Balrogs ran through Hithlum, and they in their fiery state could not have ridden through it as in the older stories.

Feandil grew up fast in the safety of Hithlum, but was much estranged from the other Elves  because of his father.
In the later stages of the battle, when the armies of Fingolfin and Maedhros came  together, crushing the forces of Morgoth, Feandor, in his wrath rode at the front of Fingolfin's  host and drove deep into the ranks of Orcs, and killed dozens singlehandedly, but was outnumbered  and eventually slain.
It was during this time that rumours came through the Noldor that Prince Turgon son of King  Fingolfin was preparing a great exodus from Nevrast and moving all of his people, and many others  of the Eldar, to a new place of fastness he had prepared.

Thus when he marched North and trumpeted his challenge and "summoned unto him all Elves and Men from Hithlum unto the East" he was calling the hidden wandering Elves and the remnant Elf-friends living as slaves under the Easterlings in Hithlum and Dorthonian - those children had now grown to become men.
The term from "Hithlum unto the east," implies to me to be referring to the northern lands of middle earth not the middle and southern lands.
From the glimpses we see in the Narn i hin Hurin and in the Wanderings of Hurn, the edain living under the Easterlings were not "slaves" in the iron shackle sense.
