  Wisconsin Highways: Hoan Bridge 2000
The Daniel Webster Hoan Memorial Bridge, part of the I-794 Lake Freeway in downtown Milwaukee, was constructed from 1970 through 1972 (though it opened to traffic in 1977) and spans the entryway to Milwaukee's inner harbor and the mouth of the Menomonee and Kinnnickinnic Rivers.
The bridge was named for Daniel Webster Hoan (1881-1961), the second socialist mayor of the city who was also Milwaukee's longest-serving mayor and is considered to be the longest continuous socialist administration in U.S. history.

The Hoan Bridge was temporarily closed in 2000 after two of three support beams failed, causing the north-bound lane to buckle and sag by several feet, leaving the span in a near collapsed state.

On December 13, 2000, motorists crossing the northbound approach span of the Daniel Webster Hoan Bridge in Milwaukee, Wis., reported that the bridge seemed to be "buckling." Transportation officials immediately closed the bridge to ascertain the reason for the bridge's 4-foot deflections.
The Hoan Bridge is a multispan, three-girder bridge constructed between 1970 and 1972.
Partly because the bridge was noncomposite and partly due to the somewhat large girder spacing of 24 feet, the girders were very large for this span.

The Hoan Bridge brittle fracture was the first of its kind ever observed in the United States and is likely to have a nationwide impact on bridges with similar details.
The investigation of the failure of the Hoan Bridge concluded that the high degree of constraint present at the girder shelf plate assembly resulted in a triaxial condition at these joints.
A review of the bridge inventory conducted by FHWA and State DOTs to identify structures that have design features similar to the Hoan Bridge indicated that at least 41 States and the District of Columbia have bridges with similar design characteristics as the Hoan Bridge.

CTLGroup - Hoan Bridge Hanger Force
The Wisconsin Department of Transportation initiated a comprehensive project to inspect, test, and rehabilitate the Hoan Bridge after observing dramatic cracking of steel girders on the approach spans and other potential safety and maintenance problems.
On the Hoan Bridge, CTLGroup used a vibration technique to estimate forces in 64 hanger cables (16 panel points; 4 hanger cables per panel point).
These measured forces were then used to calibrate a finite-element model of the bridge and to evaluate safety and maintenance requirements for the tied-arch span.
