Mallow later learned that the viceroy of the Normannic Sector was providing Korell with nuclear blasters and with ships (five by the time Korell declared war with the Foundation; a sixth was promised).
Mallow quickly realised that the real enemy was the Empire, not Korell; forcing himself into the office of mayor, Mallow was able to destroy the threat of Korell by doing nothing.

Mallow was unable to locate the missing vessels, but earned Sutt's wrath by taking advantage of his mission to sign a trade agreement with the Korellians.
Mallow exposed the missionary as a fraud, and used the positive publicity from the trial (and the money from his Korellian trade agreement) to win election as Mayor of Terminus in 12,223 GE (155 FE).
By Mallow's death in 185 FE, the population had jumped to 150 million, and was spreading out from Terminus Island to the surrounding islands of the Northern Archipelago.

Under Hober Mallow, the first of the Foundation's Merchant Princes, they developed the techniques of economic warfare to the point of defeating the Republic of Korell, even though that world was receiving support from one of the outer provinces of what was left of the Empire.
At the end of two hundred years, the Foundation was the most powerful state in the Galaxy, except for the remains of the Empire, which, concentrated in the inner third of the Milky Way, still controlled three quarters of the population and wealth of the Universe.
That Forell was a distant collateral relative of the late great Hober Mallow was recognized openly throughout the Foundation.

Michael Richards demonstrated this recently by resorting to their use in a situation faced by every standup comic since the thousand year old man; being heckled by a couple of audience members, a situation he should have easily taken in stride.

The various chapters of this novel were in fact first published as short fiction in Astounding (the precursor to Analog), but Asimov melded them together into novel form seamlessly.
Through three compelling characters — Seldon, the Foundation's mayor Salvor Hardin, and the merchant prince Hober Mallow — the story of the Foundation's rise is told with surprisingly little overt action, but loads of incredibly entertaining political savvy.
Readers who love "corridors of power" storytelling, with all of its machinations and suspense, will have a ball here.

Patrician Ducem Barr—the son of a man met by Hober Mallow in "The Big and the Little"—and Foundation Trader Lathan Devers head for Trantor in a desperate attempt to stop Riose before he succeeds in destroying the Foundation.
Everything they do, however, only makes matters worse and all seems lost when historical forces beyond human control act and end Riose’s campaign before he can conclude it.
And although it provides the climax of this particular story, it was an unfortunate corner that Asimov wrote himself into, because it pretty much destroys any real conflict in future stories—the Foundation cannot lose, no matter what.
