Hojo Masako (1157-1225) was the wife of Minamoto no Yoritomo, founder and first shogun of the Kamakura shogunate of Japanese history.
After Yoritomo's death in 1199, Masako became a Buddhist Nun and along with her father Hojo Tokimasa and brother Hojo Yoshitoki, usurped all political and military power of the shogunate, relegating the position and title of Seii Taishogun, or shogun, to a mere figurehead.
After the murder of the shogun Sanetomo in 1219, Masako and Yoshitoki suppressed the Jokyu incident of 1221 and installed Kujo Yoritsune as a the fourth shogun in 1226.

The major argument for Hojo being a family name is that the name itself, both according to the Name Origin above and a Japanese dictionary, it is a family name.
As for the Hojo clan itself, the Grolier Encyclopedia states that during the Kamakura Period in Japanese history, the Hojo clan wrested control of the shogunate and actual power in Japan, while the emperor remained a mere figurehead.
This is rather similar to Professor Hojo's position at Shinra - he remains ostensibly under the control of the emperor (President Shinra) but is the one actually ruling the country (plot of the game) and could not be stopped by the emperor's forces if he chose to move against him.

Sanetomo was the second son of the founder of the Kamakura shogunate Minamoto no Yoritomo, his mother was Hojo Masako, and his older brother was the second Kamakura shogun Minamoto no Yoriie.

Eldest son of the founder of the Kamakura shogunate Minamoto no Yoritomo, his mother was Hojo Masako.
After his father's death in 1199, Yoriie became head of the Minamoto clan and was appointed Seii Taishogun in 1202.

 Hôjô Ujiyasu
Ujiyasu, considered by some scholars to be the greatest of the Hôjô Daimyô, fought his first battle in 1530 (Ozawahara) and 15 years later won one of the great encounters of the 16th Century.
Ujiyasu, for years his father Ujitsuna's understudy, assumed control of the Hôjô after Ujitsuna's death in 1541 and faced an Uesugi clan that, while weakened, was determined to halt the Hôjô's drive into the Kanto.
In 1560 Ujiyasu had officially retired in favor of his eldest son Ujimasa, but continued to guide the clan until his death in 1571.
