The blue-green laser reads data encoded as laser interference fringes from a holographic layer near the top of the disc while the red laser is used to read servo information from a regular CD-style aluminum layer near the bottom.
A dichroic mirror layer between the holographic data and the servo data reflects the blue-green laser while letting the red laser pass through.

For example, it might be nice to have the entire library of congress on six HVD discs, but without a complete revolution in intellectual property rights, it would still cost many thousands of dollars to buy each set, putting it beyond the reach of most purchasers (except maybe funded academic libraries).
Plus, without broadband links of comparable data transfer rates, the discs would be out of date as soon as they were printed.
