Holy Alliance - Wikipedia, the free encyclopedia
The Holy Alliance was a coalition of Russia, Austria and Prussia created in 1815 at the behest of Tsar Alexander I of Russia, ostensibly to uphold Christianity in European political life but in practice as a bastion against revolution.
The Holy Alliance was, in a manner of speaking, the first modern international peacekeeping organization, though it was rooted in antiquated models of politics.
The Alliance is usually associated with the Quadruple and Quintuple Alliances, which included the United Kingdom and (from 1818) France with the aim of upholding the European peace settlement concluded at the Congress of Vienna.

 CATHOLIC ENCYCLOPEDIA: Holy Alliance
It was also considered possible that the conquerors of Napoleon had in the Holy Alliance bound themselves to the Church, which was regaining its old power, in order by its aid to oppose, for the benefit of royal and papal absolutism, the "liberal" development of States and civilization.
The Holy Alliance, even in the prejudiced eyes of its originator {the tsar}, had no other aim than that of a moral maifesto, while in the eyes of the other signers of the document it lacked even this value, and consquently justified none of the interpretations which in the end party spirit gave to it.
The Holy Alliance became a bugbear representing reaction, while in reality, like everything that even distantly harmonized with Christianity, it was of advantage to Europe, and assured to it peace for a generation, and an extraordinary development of civilization.

Less morally-handicapped historians might point out that this unholy coming-together of reactionary princes held up the progress of Europe throughout the 19th century, denying liberty to many peoples and allowing narrow-minded kings and aristocrats to hold on to their privileges against far more productive and forward looking social forces.
The inherent danger of this development is that the new alliance will hold up the most needed reform of the 21st century: the narrowing of the gap between North and South, the rich and the poor nations.
